This is particularly true of the Functional MoUs, which have changed significantly, to incorporate the best pactices and needs of the existing and growing NATO COE community. Delegates returned to their COEs or MoDs with a clear understanding of the change process for MOUs, a list of possible amendments, together with the rationale behind the changes for Steering Committee endorsement.
