Signing of the Technical Arrangement between NATO EOD COE and the Italian Joint C-IED Centre of Excellence

After extraordinary support provided by the Italian C-IED COE in favour of the NATO EOD COE delivered CBRN EOD Incident Management Staff Officer Training (CBRN EOD IM SOT) and further - detailed recognition of the institutions mission, Commander of Italian Engineers Brigadier General Francesco BINDI made official with his presence the ceremony of signing of the Technical Arrangement (TA) between Italian C-IED COE and NATO EOD COE. 

 

The TA was signed by Commander of the Italian Joint C-IED COE Colonel Mauricio MASCARINO and Director of the NATO EOD COE Colonel Lubomir Mrvan at the Italian Engineer’s Historical and Cultural Institute in Rome on 13 April 2017. 
Signing ceremony was opened by Colonel Mauricio MASCARINO. In his words, Colonel expressed the significant approach in exchanging experts, information and experience which can effectively reduce and come up with solutions to “defeat the device”.

During signing ceremony BG Francesco BINDI emphasized the posed challenges at the military engineering and EOD particular area as a result of the global threat from explosive ordnance. He closed: “Signing the TA doesn’t mean that you won the battle, it means that this is just the preparatory phase. You are all aware that the real work begins after the entry into force of the TA, but since everybody has done such a great job preparing the TA, I have absolutely no doubt that in the future you will be proud of what you achieved today. This is the first controlled explosion of a big programme of courses and exercises”.

Later Colonel Lubomir Mrvan highlighted the EOD related area crucial factors in NATO’s transformation effort which cannot be successful without NATO and NATO partners’ active contribution. He said “Signing of the TA between the Centers is not only for both of the institutions benefit but as well as NATO and NATO partners’ EOD joint family”.
Signing ceremony of the Technical Arrangement between NATO EOD COE and the Italian Joint C-IED Centre of Excellence was staged by ITA C-IED COE – Head of Analysis Section, CPT Marco APPODIA.

After the ceremony, all participants enjoyed Italian Engineer’s Historical and Cultural Institute museum impressive expositions, narrated by the Director - Colonel Giulio MILONE and his Staff. 

Especially, the immersing historical atmosphere of the Italian Engineer’s Historical and Cultural Institute, accompanied by ancient and nowadays’ Italian engineers’ history was witnessing the sealing of the bilateral cooperation in sharing knowledge, experience and expertise at the EOD specialized area.
