The 11th Counter Improvised Explosive Device Annual Discipline Conference (C IED ADC)

With reference to C-IED discipline global programming, the NATO’s appointed C-IED military discipline Requirement Authority (RA), Department Head (DH) and representatives of the respective discipline Education and Training Facilities (ETF) conducted the 11th C IED ADC. The C IED ADC was held from 12 MAR to 13 MAR 2023 (11 MAR and the 14 MAR days on travel) at the C IED COE premises in Hoyo de Manzanares, Spain.

Main aim of the conference was to collect and share information on requirements and opportunities, through all Education and Training (E&T) C - IED activities, in order to provide a holistic C-IED training landscape within drafting of the C-IED Discipline Alignment Plan (DAP).

At the agenda, there were discussed the next objectives: 

  • To review the DAP, the summary of the C-IED Education & Training (E&T) requirements and develop the landscape of C-IED E&T training opportunities (i.e. programs, courses, seminars) currently available for NATO and NATO nations.
  • To inform about the functional relations between C-IED training institutions, ACT JFD, Requirement Authority (RA) and Department Head (DH) for training and to discuss options to synchronize efforts, save resources and coordinate processes such as quality assurance and accreditation.
  • To provide a forum for the C-IED community of interest to express and identify individual and collective training requirements in a NATO and non-NATO environment (list of exercises with C-IED requirement), which may feed the cycles of the Training Integration Plans (e-ITEP, ETOC, ePrime).
  • Review of the Training Requirement Analysis (TRA), establish working groups as required initiating the analysis phase of the Training Needs Analysis (TNA) to be conducted in 2024 if required, which will facilitate the development of new training/education solutions for identified E&T gaps.
  • To provide a forum to coordinate the C-IED instructor/SME support to C-IED training activities and exercises.

Aftermath of the NATO EOD COE contribution to C IED DAP 2023 revision, EOD COE participants updated the C-IED ADC audience on available EOD E&T opportunities that are solutions on identified C IED discipline performance statements.

Concluding the 11th C IED ADC, all institutions’ representatives agreed to continue developing and supporting the C IED common area by MILENG, EOD, MARITIME and Exploitation field of expertise.
